As both an attorney and an HIV+ person this story concerning the possession of three or more condoms frightens me. Perhaps prostitution is actually a problem for these three cities and something any responsible mayor or city council would want to address. However the spread of HIV the virus that causes AIDS is a far larger problem with far reaching effects and consequences.
